These two analyses provide insight into the impact of the activities of the real estate department in order to highlight potential hotspots for intervention.

Municipal real estate department eager to align with circular ambitions

The Real Estate Department of the municipality of Amsterdam manages and invests in a diverse portfolio of municipal buildings and sites—from libraries and theaters to local community spaces—to ensure they effectively serve the city’s objectives. They have a significant impact because of the number of buildings in their portfolio and, by strategically leveraging these properties, driving neighborhood development, sustainability, and social engagement across the municipality.

The Real Estate Department of Amsterdam seeks to align its multi-year investment plan (2024-2028) for maintenance and construction practices with the city’s ambitious circularity goals. To pinpoint areas with the greatest potential for reducing environmental impacts, a clear understanding of the current “business-as-usual” scenario is essential.

Approach

Providing insight in material consumption and CO2-impact

In two studies, we analyzed the prospective  environmental impacts of the municipal Real Estate Department’s maintenance and construction activities within the multi-year investment plan. These studies revealed both the material consumption and the associated CO2 emissions of these operations for the years 2024 to 2028. For the construction portfolio, we modeled the effects of various circular interventions to identify where the department could achieve the greatest CO2 reduction. To ensure alignment with real-life practices and secure stakeholder buy-in, we conducted a series of workshops to refine assumptions and validate outcomes.

Prioritizing different circular interventions for different portfolios

By assessing the impacts of both maintenance and construction portfolios, we provide a comprehensive overview of the municipal real estate department’s environmental footprint. These insights enable the department to prioritize the most impactful circular interventions for each portfolio. Additionally, analyzing the “business-as-usual” scenario serves as a baseline to track progress toward the municipality’s circular ambitions effectively.
