BUILT Accelerator - Program Manager

Metabolic is looking for an experienced, enthusiastic program manager to lead and coordinate a multistakeholder program aimed at accelerating the transition to a circular built environment throughout Europe. Dealing with a complex subject matter as well as a vast group of very different stakeholders, asks for excellent communication skills and confidence in drive in delivering the program in collaboration with all organisations involved.

The Program: Accelerating the Circular Economy in the Built Environment

Metabolic and Circle Economy are leading a 2-year program supported by the Laudes Foundation, that sets out to cultivate alliances, build a common narrative, and amplify proven solutions for scaling a circular economy in the built environment in Europe. Together with innovators, frontrunners and interested organizations across finance, policy, and industry, we will develop a shared understanding of how to address systemic challenges and build a shared vision for a circular building sector in Europe.

The program facilitates the collaboration of a range of organizations (Industry, government, NGO’s) driving the transition to a circular built environment across Europe. Program partners include the World Green Building Council, the World Business Council for Sustainable Development, the Ellen MacArthur Foundation, and Arup.

About the Position

We are looking for an experienced program manager to coordinate and guide the program. As Program Manager you will be the face of this program, and first point of contact for the program partners. Your responsibilities will include:

Program management: ensuring the program and different work packages within it are executed within planning and budget; administration; capacity management.

Guiding research: a systems analysis of Europe’s built environment. 

Develop, scope and, together with our team and the program partners, execute a systems analysis of the European built environment and construction sector. Note that your role will be project management, Metabolics team will execute the actual research and analysis.

The analysis aims to build a shared understanding on how the sector functions currently, and quantifies key environmental impacts and material use within Europe’s built environment. Based on these insights, strategies that allow the sector to operate sustainably and in line with the principles of a circular economy are identified.  The systems analysis addresses four systemic challenges through which the transition to a circular economy can speed up and scale: finance, ownership models, standards and regulations, and secondary and renewable materials markets.  

Maintaining partnerships: 

Support the development of a robust network of partners to pioneer circular construction. A range of partners is involved in the program already; you’re expected to deepen the collaboration, expand and maintain this network. 

Work with a wide range of stakeholders and networking to establish driving groups: coalitions of actors capable of delivering systemic change across the four key challenges mentioned above.

Delivering key products: You will be responsible for developing key deliverables of the program, in collaboration with our team and program partners, including:

  • Written publications
  • Presentations and workshops for internal and external audiences
  • A set of blueprints for change addressing the program’s four systemic challenges
  • Public events

Convening and connecting stakeholders:

During the program you are expected to further the dialogue between all partners. To bring together thought leaders from various schools of thought, and promote discussion regarding the systemic changes identified.

Your Profile

You are an experienced program manager and have been working on sustainability in the built environment within international organizations and networks for several years. You have a good general understanding of sustainability and circularity in relation to the built environment. You have excellent communication and coordination skills to steer, think and work along with program partners and consultants from Metabolic and Circle Economy during the course of the program. Your strength lies in facilitating ideation and collaboration from all partners and facilitating smooth communication and coordination between them. You are comfortable representing the program internally and externally.



  • Minimum 3-5 years working experience in the field of sustainability, circular economy. 
  • Experience in the field of real estate development, construction, or urban development is a plus
  • Experience with stakeholder and program management, within international networks or organisations
  • A foundation of knowledge in building and construction, spatial planning, urban development. In short: on the built environment and how it is designed, and developed.
  • Educated to Masters level (or equivalent) in one or more of the following disciplines or similar: Urban design, Spatial Planning, (Urban) Policy & Governance, Architecture, Geography, Environmental sciences, Industrial Ecology. 
  • Excellent verbal and written communication skills (English)
